UK Regulator Challenges Apple and Google’s Mobile App Store Control

The UK’s Competition and Markets Authority (CMA) is taking a significant step to dismantle what it sees as an “effective duopoly” held by Apple and Google over mobile app platforms. The regulator is proposing changes that would enable app developers to guide users toward alternative payment options outside of the traditional app store ecosystems. This initiative aims to counteract current restrictions that limit competition by not allowing developers to offer customers potentially cheaper or varied purchasing methods.

Currently, Apple and Google impose commissions of up to 30% on certain in-app transactions, a practice that the CMA believes stifles competition. By allowing developers more autonomy to “steer” users to different payment methods, the CMA hopes to foster a more competitive environment in the mobile app market. This market is largely dominated by Apple and Google, whose platforms are used by the majority of smartphone users in the UK.

Some companies, such as Spotify, have already circumvented app store payment requirements due to these commission fees by directing customers to complete transactions via their websites. The CMA contends that removing such barriers could enhance options for both businesses and consumers, potentially leading to better pricing and service diversity.

In addition to payment flexibility, the watchdog is also evaluating whether Apple should allow broader access to its near-field communication (NFC) technology. This move could empower developers to create alternative contactless payment solutions for iPhones, which are currently limited by Apple’s proprietary systems.

Apple has pushed back against the proposed changes, arguing that they could compromise user protection features such as security, privacy controls, and fraud prevention measures. Meanwhile, Google has noted that it has already made some adjustments to permit developers to guide users toward external payment options. The CMA’s actions come after it designated Apple and Google as having strategic market status, granting the regulator greater authority to enforce specific business conduct rules.
